It is no point going to the project manager, as a project manager, he has already knew it.
The construction drawing with architectural specification laid down everything of what materials, sizes, colors, etc etc BEFORE the contractor execute the work.
Ask yourself how does the contractor got approval on laying the cheap ceramic tiles instead of porcelain tiles ?
I see i see, then must be the developer give the greenlight to the contractor.
