That's normal since it's stated there that Steam will not store the birth date information nor tie it to your account. It's meant for age verification purpose, which is something that was implemented for compliance purpose only to satisfy certain regulations out there.

Is this normal?

try switching download region to malaysia or singapore

by going to steam > settings > download + clouds > download region

tried switching between the 2 already earlier.. still the same.. trying US servers and see now

i dun have steam installed on this pc but generally the idea is the same.. also from the steam client, go to settings and change profile name in the 'friends' tab. and don't worry, your friends list won't be affected by changing the profile name. it's just like an alias..

So no matter how many times your nickname is changed your friend list is still the same.
