Ahh... it's quite a known issue & it's a lil' strange too. Deimos also encountered the same thing before. Well, you can try & borrow the account from him & try to buy with your card. Sometimes it can be successful therefore I'm not really sure what are the attributes that come into play when Steam locked an account.
