Silvertop is more crude & sturdy. Blacktop is lightened and simplified. Hence the margin for error of Silvertop is more lenient and thus easier to mod. Therefore he meant Silvertop is more 'powerful'.

Other than that, Blacktop is more efficient as the VVT is engaged anytime full range, while the activate point for Silvertop is 4.5k rpm.
