I think kissing alone is fine.. A quick lip kiss takes just one or two seconds.. nobody will see..
but stopping ur car in a dimly lit place and making out is not recommended.. It's called making out/foreplay..  And it is indecent to be done in a public place according to Asian culture, regardless of being Muslim or Christian or Hindu or Buddhist. (because little innocent kids and old people can see. i myself don't want to see people making out in public too)

And back to the question, the police cannot ticket you.. but it doesn't mean they can't catch you. It depends on the police.. Not all the police know 100% of all the laws...
