Really don't really know when the prices will be back to pre-flooding. So, if your data is important, it may be worth paying higher.

buffalo is not the make/ brand of the HDD. It is just the HDD enclosure to hold the hard disk. The hard disk inside could be Samsung, etc

Have you tried on another computer? Could also be the problem with usb port...
