yup, it is safe to clean those dust away
u can open ur PSU after warranty is over to clean more of the dust which may have entered inside already but it doesn't really have that much dust inside

If accidently touch capacitor inside the PSU will I kena the current shock Cause last time kid time nakal open Kodak disposable camera touch the capacitor kena current shock

Anyway, is there any blowhole / air vent at side panel ?
As I know, enforcer suppose to have a clear plain window panel only . If there isnt any, why would place fan there
