come to think of it, all those effects in the pics that you shown, all are doable in photoshop.. its just 3-4 clicks away..

polarizer is not replicable in photoshop, high NDs are not replicable

polarizers increase contrast where reflections exists... clouds, blue skies, water reflections, glass reflections, foliage.. to name a few... if u can find a way to duplicate these with a single image in PP, do let me know.. i'll pay you lunch, anywhere u want...

you're better off saving the money to get a proper kitlens..

I wouldnt get it coz its an apsc lens, but apart from that, its the best bang for your bucks.
