how does visa pay wave works? does it means that if the merchant has the wave thing, i can make payment, just merely waving it? no nit pin or do anything?

Credit limit increase are normally approved by another department. CS/Agent do not have the authority to approve this request.
Even if you call Citibank it is the same thing (Despite them advertising this feature openly). Request and approval for temporary CL is done by different department + bear in mind temporary CL only last for 30 days.

You need to pay off the excess CL used in your next bill + 5% of what you original CL. If you don't do this means you defaulted on your payment. Aha ... not so simple after all right ? There's a reason banks often deny this CL increase coz customers may not understand this part.

I didn't get any letter about this. SCB replied my email saying they will reset the rebate on 1st July. Guess we will know it later whether rebate system still exist or not.

The other i called citibank to increase 3k temporary, within 1 hour done

Public Bank is very good, as far as i am concerned.

how long do you work d? sometime they based on how long you have been working  to decide to give you credit limit.but 2 k is too low. issit a co-branded card or just normal card?

yes..terminate the credit card before they charge the service tax. At the same time try to apply for new credit cards which gives rebate/free points to waive the service tax. That's they way to go nowaday. 

Applying same type of card as previous may fail as well. Try to apply other card type if you insist on citibank.
Attach a photocopy of other credit card to increase chance of approval.

What was the due date ?
Why EPF?
I normally attach copies of NRIC, 3months payslip and a front image of credit card.
