-february till late March.. sea condition is quite rough.. not advisable for those who develope seasick easily...
-snorkeling trips, they'll bring but most probably would not take care of you, as in making sure everyone goes down to the water. some tourists have the fear of getting down into the water. so resort operators might not spend time teachng you water confidence
-my trips provide that kinda extra services with expertise from divers

wat about end of april..?
peak season....will be freakin expensive...
