Imagine in that scenario, if the 1st skill is the tears of the clown, you would have been killed from 2 beams by freedom. With the skill exchanged, freedom needs to land at least 6 shots to kill you. And that is ALOT of difference.
However there is a downside of this exchange aswell. Which is in the beginning of the match, HAC's fire output wont be as strong as before. I may take another 30 seconds for HAC to have the same fire output as before. But still, I prefer defense comes 1st then attack.
In scenario you mentioned it is indeed so. But after throwing ulti, I think majority will usually looking for cover by playing hide and seek. If the opponents are really setting hac as a primary target, I really not sure it can survive to regain the 1st skill with hp 30% or even lower. I think even without R, steel wall itself already make it a fortress like already. I did watch some comparison video before on hac with steel wall and without steel wall, the damage taken is hell lot different with akatsuki long range beam while in the closed vents mode. I notice higher damage also increase the speed of sp gathering. Both had their pros and cons. And the battle field is always full of surprise 1.
