I thought they only tax if they assume you want to sell?

When you bring in something from another country, it is consider importing. The tax applies when your item is above a certain value for the category that your item belongs to.

I can't actually confirm it, but plenty of forumers who bought PS3s from Singapore carried them over without getting taxed by breaking the seal beforehand.
