MBB CEO (in late 2009) declared prior to the implementation of the CC Tax (it is not called GST mind you) that they would not pay the tax on behalf of the customer to the government.

It's not a problem with the limit imposed on the merchant. It's a case of the merchant itself don't want to accept car payment via cc.

Err ... why you want so many cards ?
No difference to me between PBB and HLB. This now depends on how you intend to use it. If you just need a card then both are the same.

You don't have full control over this feature - couple of conditions need to exist ...
1. The bank need to support it
2. The payment gateway asks for it.

The system will prompt you for the code when the payment gateway demands for it, otherwise it doesn't ask for this code. If you have not enabled it, the bank will ask you to enter a new code.

VISA has a similar system like Mastercard and NO you don't have full control over this system.

Why are you so worried about fraud ? I have used cc without this feature for years and no fraud occurs if you are careful to visit and buy from reputable online retailers. FYI, sometimes fraud occurs when your cc details leaks internally. The best secured system in the world is useless if the internal retailer staff themselves are scheming to abuse your cc. I got hit by this twice - both times from a reputable telco in Malaysia. (At least that is what the bank told me of their suspicion) And I manage to dispute and win the case in my favor without any hassle.

You have a valid point to be worried about. It is not strange but it is not common either for such scenario.
But as you pointed out, you probably need to keep a close watch on your cc transactions - the moment you detect something strange, do report it to the bank.

Sorry came in late.

Here's how the installment system works.
The merchant need to key in the item value which is RM3,999 and the terminal will ask whether the merchant wish to have it on 12 months installment. If yes, the system will divide the payment equally. Nothing to be worried about actually so long the merchant key in RM3,999 and not RM4,008 as the value.

If I'm not mistaken ... all this info will be reflected in your cc slip that you sign. Check that out as well.
Yes ... likely the brochure uses a rounded up figure.
