I used to use TomTom but switched to Papago. I can say both are equally good.
But there's one thing I like most about Papago is the junction view option which is very helpful.
Oh, I had the same problem before. And here's the solution.

The third findings will be the most annoying implementation ever, which is – the sound volume system. A lot of you may noticed, that papago do not have settings for sound and at times, you will noticed that the sound in the app is way too soft? I took me quite a while to figure this out. It turns out the app is using your Ringer Master Speaker to play the sound. In IOS4, once you are in an app, you can adjust the app sound volume individually without affecting the master ringer volume. However, papago uses the
master ringer volume which mean your iPhone’s master volume ( the speaker volume of your incoming phone call ). Turning volume (press +) during the app is running
makes no use and will not increase the sound of the app. However, to increase the volume of the papago app, just exit the app
and (press +) to increase the phone master volume. Make sure you are not in silent mode too. (see pictures below)
