Yes, it's a third party product which is quite cheap and easy to get. However I don't think there's a single PS1 games that make uses of this, unlike Saturn that has few games using MPEG card feature. Net yaroze is actually just a region-free PS1. Not much different if you already have a modded PS1 console. You can connect it (or also normal PS1) with extra data cables to PC for simple programming (like game basic).
