i mean yeah, there are exceptions, no doubt. and low tier characters no doubt can beat high tiered ones. the question is how hard the high tiered character needs to play vs the low tiered ones? and how often said low tiered players would be winning against the high tiered ones? People like Dio certainly makes carl look easy, however just like the majority of carl players elsewhere, he does loses a lot and sometimes in a very pitiful way too. And at the same time, he can 100-0 even the likes of dora's bang making them looked like a noob who just picked up the game.
imho though, honestly speaking, if you're going to look for a perfectly balanced game, especially in blazblue where all the characters are so unique, you're better off playing something else.

disagree on this.
