Its a stimulus package - you cut down on bandwidth , people are forced to pay RM 9 cheap dvds/blueray rip to watch p0rn thus boosting the country's economy

Folks that wouldn't benefit
1. VPN Sellers , etc - Forget it - once the capping thingy kicks in - VPN bypass becomes useless. You're capped per limit. Just like how 3G/GPRS charges for your phone !
2. p0rn downloaders - forget it - you can't even watch p0rn once you've been capped. 64Kbps and umm watching p0rn - think again
3. bit-torrent users - Again , 64Kbps (~7 KiloBytes/sec) to download your anime , HD movies. That would take ages !
For me , IF TMNet is going to increase speed by 5-6x and enforce data limit , I agree
Tech terms
Cap = THey enforce a limit. That means you can enjoy a maximum of xMbps untill u have reached a certain limit/volume. After that its going to be very slow
Throttle = simply make certain applications (i.e youtube , torrent) to be slow - to discourage people from using that.
