TS worded it wrongly..it's volume capping..not bandwidth capping..with volume capping users are expected to police themselves..hit the volume cap..back to dial up speeds you go..be fair to other users..about time everyone did it I say...

That's because enterprising youths started setting up VPNs and other tunneling services that circumvent the throttling; bringing everything back to square one. With volume caps, there's usually no discrimination of applications, just a measure of volume. pass over that, and whoosh, down to 64k.
And let's be honest, why does one want all that unlimited volume quota for ? Grabbing something that's not yours is not a valid reason.
