I believe you NEED to repay the first uni's debt first, no exception. A debt is still a debt.

PTPTN won't allow you to apply for 2nd time if you haven't repay the 1st one yet.

if your ptptn got 2nd or 3rd intake application, can apply again this semester. Depends on your utem.

But you must be richfag one. So no need apply ptptpn.
(or they caught you cheated, or you didn't do the documentations properly)

First time I hear like this. Usually the loan lasted until you ended your diploma/degree/etc.

6 & 7 - Your guardians (e.g. your parents). If they're still working, ask for a copy of their salary slip. Or if retired, photostat their "retiree card".
8 & 9 - If you're still in semester 1, I don't think need to do item 8 and 9.

If parents are no more, put your elder siblings/uncle (if they're working).

If parents are divorced (e.g. mum), then still fill in her details.

Housewife no need pay slip.

Since u're in 2nd sem already, ask from your uni's office to make u a letter that you're still a student there (item no.8). Then for no.9, photostat your sem 1 exam result and get any rank-A officer to certify it.

man, u are racist.

Surely you have mpp or whoever student/staff in charged, ask them until what time is the ptptn session. If u have friends going there early, ask them to notify u if the queue almost ending.

What I did in my time, was asking my friend to take queue number for me, then I come late cos I got other important matter to attend.

It should be GPA, if i'm not mistaken. Your money will be hold if you get <2.00 in one of them.

What problem do you have exactly?

Since you're continuing your studies, take the "Borang Penangguhan" from them and say because you want to continue studies directly. All other stuff remains the same, i think new applicants like you will have to get SSPN account as well.

You're foundation now and want ptptn for degree? Once you got offer letter for the degree and you accept it, i think you can start applying already.
