More often than not, the PIN management in located in your respective Internet Banking system. Sorry I can't be of much help here.
How I work mine out was I registered and created the PIN whenever a merchant site redirect me to my bank's website.

Again ... not all local cc have this security feature and i don't know why this feature is not a standard feature across all cc similar to the EMV implementation. (EMV = Chip based card ... Malaysia was one of the first country to be EMV compliant thanks to the rampant petrol cc abuse several years back)
