Animax that we have is SE Asian, with the office at Singapore. Also I've talked with the Animax people before in an interview for Lowyat, and they say even tho they share the same name, they have to get all the animes themselves, which lead to another issue. Money. Licensing animes are not cheap, and you won't really recoup all that money if you get a channel just for one f***ing country. Which is why major paid for channels like Animax, ESPN and all that shit is centered to one region instead to a country. It's non feasible in the long run.
