Hmm... starter and 6th man potential. Don't really remember but I think the limit for anything less than Star potential will be capped at $30K. Meaning once the salary reaches $30K the training will be very very slow. This is what they mean by soft cap.
How old is old. Well, from what I heard anything above 25 years old cannot be trained as the effectiveness of the training slows down already. In fact the effectiveness of training slows down as your player age towards 25 from 18 yo. Therefore, it is preferable that trainees be 18-19 yo, else their training will slow down before they reach their potential cap.
Added on June 10, 2009, 10:44 pmScout is to scout for potential young players during current season for next season. By allocating a certain amount of money, you are telling your scout to look for potential trainee.
Only at the end of the season you will see the result of your draft list (Every league will have 48 players on the draft list). Once you have the draft list, you can set the order of preference. As you enter the new season, you will then be able to pick your draftee depending on your position in your league. If you are the last place you will get first pick, if you are the number 1 place, you will get last pick.
But from my exp, for Div III or II, don't worry so much about getting last pick as you will most probably be able to get your first few preference as the other managers will either be just recently joined (not enough info to know which draftee is good) or they are inactive (so won't set any draft order).
My advice, spend at least $10K for Div II and III. Personally I still think $40K is an overkill. $40K would equate to $560K in a season. No guarantee that the player you get is going to be worth that much also. $560K already can get 2 decent trainees on the transfer list. $20K still acceptable.

i prefer train young player in 18-19 yo with atleast allstar potential.... (when you don't want him, can sell higher price in market also..

ShotBlocking trains Shotblocking, Inside Def and Rebounding for positions C/PF/SF.
Inside Defense trains Inside Def, Driving, Inside Scoring and Shot blocking for positions C/PF/SF.
Rebounding trains Rebounding, Inside Def and Inside Scoring for positions C/PF and team.
Inside Scoring trains Inside Scoring, Inside Def and Jump Shot for positions C/PF/SF.
One on One trains Driving, Handling, Inside Scoring and Jump Shot for positions Guards, Forwards and team.
Outside Shooting trains Jump Shot, Jump Range, Driving and Handling for positions SG/PG and team.
Jump Shot trains Jump Shot, Jump Range, Driving and Handling for position Guards (SG/PG), Jump Shot and Inside Scoring for position Forwards (SF/PF), Jump Shot, Jump Range, Driving and Handling for position Wingmen (SG/SF) and Jump Shot, Jump Range, Driving, Handling and Inside Scoring for team.
Ball Handling trains Handling, Driving and Outside Def for positions PG/SG/SF.
Passing trains Passing, Handling and Driving for positons PG/SG and team.
The underlined skill denotes leveling up time that is generally half the time required for the other skills stated. Also note that training time is also longer for training of more than one positions. For 3 positions and team will generally be even more longer. Players' heights is also considered for training of certain skills for certain positions. An SG with shorter height will train faster as compared to an SG that is taller for skills such as handling. Taller Centers will train faster for Rebounding as compared to shorter Centers.
Ideally you should employ a Level 5 trainer for better training efficiency.
