Bank Account Inactive

Have a saving account with a bank. I have recently received a letter about a dormant notice, but it doesn't exactly say it has converted to dormant. It seem more like a warning and is put "First Notice", asking to do transaction or something and then something about 7 years going to unclaimed monies.
Okay, so I have initiated a bank-to-bank transfer from another account to this account. But the transaction bounced back. Then how do I can transfer money to make it wake from dormant again?

Standart charted account dormant is no withdrawal activities within a year?
Is it the same as other banks?
I find it weird as my understanding it should be no deposit and withdrawal within a year is just consider dormant..

PBB does deduct RM10 per year from savings account if there is not any activity within the year. I was forced to donate RM30 to PBB for my account to be activated again. Is imposing charge on inactive account governed by BNM or at the banks discretion?
