Yes. CP9 members like Rob Lucci and Kaku believes that taking on Zoan type devil fruit will further enhance their douriki levels. Zoan powers + 6 powers of the CP9 = powerful. But then again nothing is impossible for Mugiwara no Ichimi (except for Bartholomew Kuma, of course).

lucci is powerful becuz he already mastered rokushiki, i doubt he'll be equally powerful without it
for me zoan is the least useful fruit out of the 3
but something like a phoenix is a whole new level cuz they're legendary creatures to begin with
who knows we might even see a dragon user in the future

actually. maybe the straw hat pirates already have a full crew huh. since first episode luffy said 10 people is perfect size. maybe they consider vivi as a permanent/honorary member?
