Not really. IIRC ToS states that any 3rd party modifications whatsoever of the game is illegal. It's also in the ToS of most video game messages boards such as gamefaqs. It's like fansubs, just because it isn't licensed in your country doesn't mean it's legal to download it.while if Tri US version is officially announced, then eng patch for it is not allowed.
