I agree with alilofeverything, liquid definitely needs practice. Silly me started out using liquid but couldn't draw it nicely, so for the first couple of months (I hardly use makeup) I had to get friends to draw for me.  You get the hang of it quite fast though, and I'm happy to say that I'm sorta good at using liquid d.  However, since I've only used pencil once, I totally suck at that.  Pencil won't come out as crisp as liquid, so if you want drama go for liquid but if you want a gentler, everyday look, pencil it is.

Silkygirl's pencils are supposed to be good and cheap, especially their eyelights line.
liquid I'm using in2it's (hehe, still using it. again, I hardly use makeup), but if it takes a long time to dry and if it get's into my eye it will become "stringy". Not sure if other brands are the same though.
I suggest getting something cheaper first la just to practice, so you won't waste the better but more expensive products.
The best thing that I think everyone will agree on is Bobbi Brown's gel eyeliner.
