Well...you're correct but to apply for a PB Visa Electron Debit Card you don't need to have a saving account. But still need to apply through bank( for a small fee) for security reason I guess.
Forgot already whether PB did charge me or not when I first time register for their debit card... i think PB Visa Electron Debit Card is the best coz only they can provide worldwide (so far) payment without any restriction...If not mistaken, ever heard smeone say that u can buy a debit card from 711.
