It means the interlining in collars and cuffs are glued to the fabric rather than sewn in traditionally. As time goes by with frequent ironing and laundering the shirt, collars and cuffs tend to go out of shape. However this method is widely used even on high end shirtmakers due to the low cost of fusing material.

Just tell them you don't realize your shirts don't have buttons on the sleeves when you bought it. Now you want me to roll it up or leave the cuffs dangling?

The idea back then was collar and cuffs were removable in the first place. and hence the white color. These days, one shouldn't feel powerful or prominent while wearing it as most ah bengs were already picking up this style. It has been overly done for sure.

Certain cufflinks are poorly made. Quality and finishing looks absolutely third world made. For that price, one would better spend it at Isetan or Parkson.
