i wanna delete app permanently at itunes. but every time i delete / remove it keep redownload again . how to make it wont redownload again ?

when i restart my phone , my phone cant load to the home page . it keep showing the loading small circle . and the apple logo together .
itunes cannot detect my iphone. any idea what can i do ??? thanks |
