I'm on the Celcom Broadband Basic (RM68) package. Apparently, I've been throttled. My max d/l speed is now about 5 kB/s. I called Celcom and they said my usage is 5.5GB. Obviously something's wrong with their system, because my dialer clearly shows that my total upload+download since the last billing date is only 4.2GB! Where did the extra 1.3GB come from?!
