Changing the whole cable with a new and thick one will save more than 40% of the electricity bill. It's proven, I'm using it.

Is it applicable to household? If yes, change the whole cable wiring or just the main phase there?

Copper losses typically is in the range of 2 - 5% for copper cables older than 10 years; there is no way you can achieve 40% savings simply by changing to thick copper cables.
