You fly from Changi? The airport tax is around 40-50 SGD, very certain that it cost much more than the 16 RM. Passenger service and security also included in the airport tax. Airport tax must be refundable for all airlines. You are paying them in advance so they can pay to the airport IF you fly. Otherwise they are keeping your money.
