From his email keithlee1991@hotmail.com, i think he is just 17 years old only..
So contacting his parents is one good option...His parents sure will solve these things with you.
I think just a home number will do everything..

includes speederman, fishyking and 不死的盾士 in other forum.

Since he is from a Chinese school, you can call his school and ask for his info.
Usually Chinese school will be very helpful and help you to contact his parents because of their good reputation..

Just check and i don't think that TS is a student of SMJK Yu Hua because SMJK school is government school hence is wearing government school uniform while this scammer should be either in private chinese school or international school.

Btw, since there are from Yu Hua, then checking the Kwan's info shouldn't be a problem since he might still being a student in the school, the school will have his info and will help you concerning this matter or contact his parents.
You can tell the school, if i report police, then in newspaper headlines "SMJK Yu Hua's student cheat others money" also not good for their reputation right?
