I think it can handle FIFA 09 at minimum graphics setting.
Currently, I'm using Acer Aspire 5570 with Intel Core Duo T2250 1.73 GHz, 1.5 GB RAM and Intel Graphics Media Accelerator 950 (I think), and I have played FIFA 09, FIFA 08, EURO 08 and FIFA 07. They lagged a bit, but I got used to it over time. And currently, the market price for this laptop is RM 1250. So I think RM 2500 laptop can handle FIFA 09 (or maybe I'm wrong).
I did my research on HP Compaq Presario CQ40 series that you've mentioned, and found this useful thread:
Compaq Presario CQ40.
CQ40-125AX and
CQ40-133AX look interesting. Are they both the same price (RM 2099)? If so, then it would be obvious that the latter is better, since it has a better processor (I may be wrong, since I don't know much about processors) and a bigger hard disk (+70 GB).
CQ40-115AU is relatively cheaper than the two above (RM 1899), but it has smaller hard disk (160 GB), no bluetooth, and the graphics card is ATI Radeon HD 3200 Graphics (the two above have ATI Radeon HD 3450 Graphics with 256 MB dedicated memory). I couldn't find the battery specifications for these laptops though.
If you wanna install Windows XP why buy Compaq?
CQ40-401AX FreeDOS, AMD Turion X2 2.2GHz, ATI HD 3450 512MB RM2049
But don't expect 2hours+ battery life from it, you'd be lucky to get 1hours+ from it.
For your budget and gaming purpose impossible to get 2hours battery life.
