from what i know or heard, u must lodge the application first then only do medical check

about the police check,i only know putrajaya is the only place to get the result..don think u can get it from canberra

u can apply for PR if ur student visa is within 6 months after expired..
if im not mistaken, medical will automatically send it over to immi after u lodge the PR...

for police check,u can do it at canberra by urself and get it on the spot or 1-3 days later...
1 of my fren can get it on the spot on last month...

if u back to malaysia then only apply = offshore application
what i mean was u can try get a tourist visa after ur student visa expired if u need more time..im not sure whether it works or not but i just read that u can only apply for PR if ur student visa is within 6 months after expired

i guess the 3 months thing is the case when u wan ur parents from malaysia help u do it and send it over to u...
but u can skip that step and go to canberra by urself to conduct the police check and get it on the spot...thats what my fren told me since she just did it on last month....

if u still unsure, walk into immi office and ask them...
