how about :

a) go to ur nearest bomba station, belanja them, ask the station chief's permission,
b) dress up as fireman with full equipment
c) go ur gf house with full fire engine with siren blaring
d) knock the door & ur gf will be 
e) propose to her !
f) if she accept (sure she accept one)  , ask the bomba guys to spray both you 

guarantee will become memorable for her & u too 
anyway if you guys shy of any unwanted attention, the quiet dinnner for 2 @ cafe with simple bouquet of flower with ring will do

1st buy 9999 roses and fill it at the boot of your car which 9999roses represent "i love you forever till the day i die"

Book the whole restaurant which only 2 of you eating which musical instrument playing beside of your table.. Maybe you can have that in some hotel or restaurant, im sure they are vry delightful to help u.. Ask them say for a couple of hours..

After that say to your gf is her birthday celebration.. Dun tell her anything else.. After some red wine, ask her do the dance floor and slow dance with her.. In the end ask the waiter to bring your roses from the car and pass it to u, and tell her happy birthday..

In the 9999 roses, put a small card there which a ring attach to it.. Write a sweet note saying "will you married me and be my wife for the rest of my life.. Let me take care of you now and forever"

When she open it and read it, hopefully she will like it and cried infront saying yes.. Then by that time, give her a big hugz and tell her i love you.. Kiss her in the lips and dance..

Actually TS you can substitute the shoes and lingerie etc with trails of rose petals leading her to your room if you're worried the plan might backfire and it becomes a funeral instead of a wedding

Also on a side note, do have something planned after the dinner and the "yes" word so you maintain the momentum, it'll be awkward if after dinner you just send her home. Bring her somewhere romantic, a simple walk by the sea side etc. so you can further express your appreciation for her for saying Yes and maybe some small talks on what you've plan in the future.

If you have additional budget, instead of a simple walk by the sea.. you can have a surprise trip right after dinner and drive up to cameron highlands where you'll stay in a cozy resort. Been there couple of times, nice place to unwind and relax..

Bring her to a good restaurant with a piano in it.

After eat, bring her to the piano and say want to sing her a song.
Start to play piano + sings.
Sing half way, stop play piano and the music is already in background played by restaurant staff.
Walk towards her singing..
Holds her hand and knee down.
Finish the song and propose to her.

1st of all i have to apologize for repeating on such topic...well, i supposed each plan has to be individualize, tatz y i need to ask for suggestions/recommendations from u all & not only refer previous threads

so far this is wat i'm planning...i'll b outstation working next week & d following week wud b my gf's Bday...so i thought mayb i can ask her out 4 a candle lite dinner...treat it as celebrating her Bday, but i'm gonna propose to her @ d same time (tot of givin her a surprise  )

prob is i need some suggestions on d venue...KL/PJ oso can (gotta b romantic, with nice food & good service, etc)
& some ideas to make it a romantic & memorable day would be great!

Been working my mind 4 some time but all i can think of now is an old-fashioned down on 1 knee kinda proposal...yeah, with red roses & ring of course...

I'm sure proposing in places with many people like Restaurant will work. Somehow it's an advantage for the guy proposing as the whole crowd probably supporting you and your target will feel bad if she deny it.

Go to those Restaurant with more Western People. Try to get the Manager to help you out.

I strongly disagree, proposal and marriage is a 2 way thing, what you're saying is somewhat an example of doing the right thing for the wrong reason.

As I've previously mention, marriage is a huge decision.. neither one would like to be pressured into making any decision - particularly one that will change your life entirely. Do you really want your gf to say yes because she doesn't want to embarass you in public or you want her to say yes because she loves you and want to spend her life with you.
