Just curious, how do you know that DiGi 3G runs over TdC fiber optic backbone?

Blocks are owned by DiGi. Whois APNIC showed that.

By the way, backhaul does not necessarily require fiber. Most operators today are deploying their own backhaul either microwave or fix wireless access.

Imho, you really should understand the capacity of microwave and fixed wireless. I doubt operators can carry their entire backhaul using these mediums. What does backhaul actually mean? Internet upstream and fiber infrastructure is also different. Its like comparing apples and oranges when you put both together.
