guys, i'm a newbie here. planning to level up my garden to tiles' level. currently the garden area often have waterlog. even after i wash the pergola. i plan to level up the area and make a slope towards a side which will lead the water to mainhole.

i wanted to plan pearl grass thereafter and wondering what soil is good for it. normal sand or top soil? i received a quoted price for 1 tonne lorry of top soil and normal sand. not much different. most important is the Pearl Grass stay healthy. advice would be very much appreciated.
