Depends on what kind of routing. If you are using a router purely to store routing information like RIP, then use a router rather than a server.

It depends on what kind of VPN also. Some routers can handle VPN also given the processing power.

But if you're talking about heavy duty traffic the router might not be able to handle because you have to consider the encryption overhead for the VPN implementation.

There are actually many types of VPN. Sometimes a leased-line is VPN-like. MPLS is also VPN.

if u want to compare.. intel quadcore xeon with processor inside router.. which 1 can process a large number of connections?

Maybe there's no market or demand from it. People won't come out with something that cannot sell well.

Maybe in the future where higher processing power is needed for routers (possibly different types of applications in a standalone box such as deep packet scanning, security suites, etc.)
