most NGO just get donation from sponsors for your information, thats why they are called NGO. Some of them do get some money from government, but can't survive depending on it since its very little.

EDIT : I just talked to the guy, he says he charges an NGO Rm45 an hour to do work (mostly set up websites and databases, coordinate donations etc.) so don't think NGOs are poor or anything
