It seems that the OCS did improve, the Unbilled Transaction now updates every day. If I'm not mistaken it will only update about every 2-3 days last time.

Anybody knows if there are any grace period for calls that will not be charged ? Example, if the call lasted for only 2 seconds then I won't be charged ? I checked my unbilled transaction and there was one recent call isn't recorded in the bill.
