Actually depends on your luck.
Singtel has a right to ask for the receipt and IC. However, if you are lucky, then the customer service officer don't really bother since he can get the info from the system - whoever told you the inefficiency in system is telling you bullshit. Coz they have all that info.
Next time you encounter problem, raise your voice, and say the service is inefficient and that you want to file a complaint, or ask to speak to supervisor of the officer.
Worst case, ask your friend to pretend he is the original owner, and he should tell the officer not to disturb him coz the info already in system.
Believe me, I have experience this just 3 weeks ago when I was in Singapore. True, wasted 3 hours, but eventually they gave me a new white set. 2 bad the new set IMEI is not same as box, coz they dun give you a new box with the new phone.
So to be safe, just try to get all the info. But if you don't have all the info, depends on your luck. If today the officer refuse, just go away for few hours and try different officer. Till you get lucky..
