What type of speed cap are you talking about?
If you're talking about Streamyx capping RapidShare user download speed, there's no such thing.
Using RS, you just have to know which IP works best with which RS server.
Your location plays an important role too. Just because you're getting the same IP as me, that doesn't mean you'll get the full speed of RS.
For example, the 3 type of IP that works best with RS for my location
[TTDI Jaya Shah Alam / PJU 7 Mutiara Damansara] is
218.111.##.## /
60.48.##.## /
60.49.##.##.
However, none of these 3 IP type works fine with a customer of mine who lives in SS14 Petaling Jaya.
