MMU just have another approach...new intake all have to take at least band 3 to join degree.

As clarified by SRC Melaka:

Recently, Exam Unit (ERU) had announced that new MUET requirement for graduation (for graduating students starting from Tri 1, 2008/2009) is Band 1. For graduating students before Tri 1, 2008/2009 are still applied to the minimum of Band 3.

It seems to be a bad news for lowering the English standard in MMU. However, SRC immediately sought the clarification with ERU and VP Academic Dr.Wong.

According to Dr.Wong,
Senate (highest management in MMU) decided that as graduating requirement, MUET is changed to Band 1 because of MMU’s confidence on our own English related subjects and because our medium of instruction is English.

Previously, MMU has been using MUET Band 3 as graduation requirement for the students. However, the Senate had decided to change to MUET Band 1 as graduation requirement for MMU. Other graduation requirement for students is to obtain at least CGPA of 2.0 and this means students must pass all subjects under their course structure.

And starting from June 2009, MUET Band 3 is used as entry requirement for new intake students. This is the real purpose of MUET. As entry requirement, it means that we cannot accept students unless they have MUET Band 3 or above. If a student has MUET Band 3, we think they can cope with MMU degree programmes since we use English as a medium of instruction. However, looking at the FOSEE structure, there is only 1 chance for FOSEE students to take MUET before they join Beta in June. Therefore, MMU Senate allows those students from FOSEE to obtain MUET Band 3 by Beta year (based on conditional offer). If students still cannot obtain MUET Band 3 (only for those coming up from FOSEE), they cannot proceed to Gamma year and will hence be terminated, despite the grades of English related subjects in MMU.

In summary, MUET is a requirement enforced by Malaysian government but without specifying the Band. CGPA of 2.0 is graduation requirement for MMU and hence students must pass all subjects including English related subjects. These are two different requirements.

Execution:
Prior to June 2009 intake: all students will graduate with MUET Band 1 (min) as part of graduation requirement.

June 2009 Beta direct intake: MUET Band 3 as entry requirement. MUET is no longer part of graduation requirement.

FOSEE June 2009 intake: Must have MUET Band 3 by June 2010 to go to Beta. Otherwise, can proceed based on conditional offer to Beta but must get MUET Band 3 and above within 1 year (before June 2011).

Otherwise, students will be terminated from proceeding to Gamma as not fulfilling the entry requirement.

Summary:
The graduating students of 2008/09 means those who are graduated at 2008/09 and all undergraduate students will be applied to Band 1 graduation requirement.

Current FOSEE students don’t need Band 3 to go to Beta Level.
New FOSEE students who join us in June 2009 will need Band 3 to go Beta Level.
The new FOSEE students who don’t get Band 3 by end of their FOSEE year will be able to get a provisional offer to enter Beta provided that they get MUET Band 3 within their 1st year before proceed to Gamma, otherwise will be terminated from Gamma.

In short, following this June intake, no matter is FOSEE or Beta is required to have Band 3 as entry requirement. FOSEE students might need to register MUET before enroll MMU since MUET registration is open during May/June. Otherwise, FOSEE students can also register MUET outside MMU during October/November.
