Anyway i just calculated,

the total tuition fees for 3 years in Singapore Maritime Academy (SMA) comes up to about SGD57,967.38. That's RM139,121.71.

The Singapore Government offers a tuition grants of SGD13,600 per year. That's SGD40,800 for 3 years. Less tuition grant, 3 years in SMA would cost RM41201.71. The only requirement is graduates must work in Singapore for 3 years.

A further tuition fee loan (70% of tuition fees), charge at 4% interest per annum, can be taken from a local bank. That would take the total sum payable during the 3 years down to RM12,360.51.

A FURTHER interest-free loan, 25% of the remaining sum, can be taken from the school. That brings the course fees down to RM9270.38.

Quite cheap to study Marine Engineering in Singapore huh?

RM9270.38 during the 3 years of studies. In the long run you would need to pay the loan interests, it would be more than RM40,000 (loan + loan interests).
You can definitely get the tuition grant from the government and tuition fees loan from the local bank. It does not include lodging and food, just tuition fees alone. Living costs in Singapore is about S$1000/month. I'll be staying in Johor Bahru. So S$500/month will be sufficient for me.
