In simpler words, your processor can't keep up and you won't be able to utilize much of the sheer processing power of the powerful graphics card. In a way, it's a waste

None of Cooler Master true power PSU is equivalent to Silverstone ST50F around RM200. An alternative to that would be Xigmatek NRP-PC502, slightly cheaper than the Silverstone, also 500W true power

No, 815 series supports up to Pentium III only. Pentium 4 is supported from 845 series onwards smile.gif

This? Yes, vacuum generates static electricity which can send your components, if not the entire system, straight into the junkyard. You can use a vacuum with tiny hose to remove the dust on the fans, but never use it near any other electronic component.

AMD Dragon Platform is basically a combination of AMD Phenom processor, AMD 790-series motherboard and Radeon HD 4800 series graphics. Worth it or not, that depends on the overall specifications.

V-sync or vertical synchronization just simply makes the rate of frame displayed on the screen the same as the refresh rate of your display or monitor. If you turn it on and your LCD runs at 60 Hz, you get 60 fps (frames/second) and not any higher. However, if your graphics card is capable of displaying the frames much faster, you will see artifacts, so this is where V-sync comes into action. You won't see any different if your graphics card produces almost the same frame rate as your display refresh rate.

Recommend you getting a new PSU, a customer of mine had his 9800 GT burnt due to insufficient power. Your total power consumption at full load with 9800 GT is almost 380W and taking the 450W PSU with roughly 60% efficiency into account, your rig is underpowered.

HD 4850 is definitely better than 9800 GT, also requiring an external PCIe power, and most importantly, consumes more power than your current PSU can provide.

CM eXtreme Power Plus 500W is sufficient. Huntkey is not recommended unless you're low on budget and your overall power consumption is way less than its rated power. Even though it might be rated at 550W true power, it won't be as reliable as other brands. Its price alone justifies that.

Your processor, at 2.00 GHz stock speed, will bottleneck the HD 4850/9800 GT. Try overclocking if possible

For this particular Intel motherboard, it only supports up to E6700 which is 65nm. You can check the rest of the supported processors here

Depending on the degree of overclocking, you might not need to replace the stock hsf if it operates stability at acceptable temperature. CM Hyper TX3 is cheap and good though

You can use a Molex-to-PCIe converter. It is highly recommended to change your PSU though. Your motherboard is fine.

Well, the eXtreme Power has peak power of 500W, not continuous 500W except Real Power Pro and so on while the Silverstone has true power of 400W. Both have similar amperage but the Silverstone is slightly more power efficient.
