What onelove89 said is that some medical programmes in countries such as the US and Canada are graduate-entry programmes, meaning you need to obtain a bachelor degree first before you can study medicine.

However, most countries like Malaysia, India and most of the European countries treat medicine as an undergraduate programme in which you can enter once you finished your pre-university, hence the term 'normal programme'.
