Mate, the 'firmware', or baseband to be specific is automatically updated during the Restore process. What BootNeuter does is to 'neuter' your bootloader, then modifying/unlocking the current baseband.

To install it on a phone without WiFi, you will have to use the pre-Pwnage method (meaning QuickPwn will not do the trick ). During the process of creating the new IPSW, you can opt to add in the 'BootNeuter.tar' payload, which can be found from various sources. With that, BootNeuter will automatically be installed into the phone during the restore process.

I know the 'For Dummies' threads are there for a reason, but clearly when people ask questions like this it's obvious they either don't know what to be looking at, or they don't understand what they're looking at.
