My budget for the engine is roughly 2000. I need suggestion on what to change in order to make my saga fly. 

I'm interested in high cam, change the exhaust system, change air filter with an inlet. Erm what else.

whats ur budget??
ur exhaust emitting any white/blue smoke lately??... if yes, ur valve seal or piston ring KO adi...
if not, check physical leakage around ur engine block... go for engine wash and monitor ur engine bay for leakage after a week.... coz dirty engine bay very hard to detect where is da leakage source....
10km/litre is normal for me... lolz...

send ur car for AFR tuning... check ignition timing... check tyre pressure... check ur gf...

ask gilbert... ask whether his car feel like 1.6 already or not...
