wondering what's the recommended camera (photo & video capturing) that i could get if say for the budget of 400?

Powershot S3 IS
Powershot S5 IS

used cameras but $300 between the 2 ( 1 year plus)
your advice on this is most appreciated

also, noticed some ppl askind for shutter count when looking for used camera seller... is there like a certain limit which would mean the camera has 'deteriorated' or it's just to know how frequest the camera has been used?
